Summary

New ScannerDestinationPicker — game filter + owned / collection / deck target
Session destination persisted in localStorage (deckhearth:scanner-session)
Every identified scan auto-routes to the active destination (default: owned)
Cards missing from catalog stay queued with an alert instead of failing silently

Part of redesign-scanner-flow convoy — Brief 1 only. Briefs 2–3 (condition/foil/quantity, Blob images) follow.

Test plan

npm run test:run — 21/21
Pick collection destination → scan known card → appears processed in queue + lands in collection
Change game filter → destination falls back to owned when prior target invalid
Scan card not in catalog → queue entry + alert, no failed POST
