Randall Stillwell d1b2b9695e docs(plans): expand automation foundation for owner cockpit vision

Add epics 10–12 (plans UI, completion artifacts, ops copilot), worker
draft-PR and live E2E verify tasks, and phase A–E execution order after
A1 gap review.

Task summary

Ship /{workspaceSlug}/plans with Plan → Epic → Task navigation, status filters, and a detail drawer (summary + workflow prompt preview).

Description

Owner cockpit: see upcoming and ready work without opening git. Add icon-rail entry Plans (or Roadmap).

UI

Left/main: hierarchical list or accordion
Status chips / filter bar
Detail: title, status, priority, truncated body, effective workflow prompt (existing getWorkflowPrompt)
Empty state: “Run markdown backlog import” with short docs link
Epics can render as milestone labels in the tree (no full Gantt required)
