Per-convoy (or per-workspace default) **automation tier** controlling which human gates auto-advance when CI and review agents pass.

## Description

**Benchmark:** Autensa automation tiers (Supervised / Semi-Auto / Full Auto). Maps onto Echodo's explicit gate model without removing human override.
