Randall Stillwell d1b2b9695e docs(plans): expand automation foundation for owner cockpit vision

Add epics 10–12 (plans UI, completion artifacts, ops copilot), worker
draft-PR and live E2E verify tasks, and phase A–E execution order after
A1 gap review.

Epic objective

When a convoy reaches merged / released (or a brief completes), produce an owner-facing completion package: plain-language summary of what shipped, optional screenshots or demo clips for UI work, and a short backend summary when there is no UI — not a code diff.

Serves non-developer operators who need to verify “did it build what I wanted?”

In scope

Generate summary from convoy events, PR title/body, brief acceptance, and optional agent notes (via resolveModel / doc-writer or gate-copilot-style role)
Artifact storage: screenshot images / short demo URLs attached to convoy (workspace-scoped object storage or forge release assets — pick one, document)
Mission Control / fleet “Completed” view: card with summary + media
Heuristic: UI-touching briefs request screenshot capture (Playwright or worker tool) when feasible; backend-only → summary only
