Add `plans/` hierarchy rules, `plans/README.md`, `docs/templates/*`, and `docs/Glossary.md` / `config/CursorSync.md` so backlog work is reproducible.

## Description

Follow Gastown-style **chunking**: one task file equals one deliverable or clearly bounded investigation. Templates use YAML frontmatter for future parsers.
