Summary

Migrate scripts/setup-neon-db.js and scripts/reset-db.js from @neondatabase/serverless neon() to @vercel/postgres tagged-template sql
Remove @neondatabase/serverless from direct package.json dependencies (transitive copy under @vercel/postgres remains)
Historical scripts/add-*, fix-*, and seed-* scripts are unchanged per no-go-zone; they may break if run without the direct dep

Test plan

npm run test:run — 53/53 pass
Manual: npm run setup-db against a Neon branch with .env.local configured
Manual: node scripts/reset-db.js against a disposable Neon branch only
