From ops chat, allow “file a bug” / “add a task” that creates a **draft** backlog suggestion or draft convoy stub for human confirm — not silent production deploys.

## Description

v1 safest path: generate markdown draft + open Plans/Start confirm UI, or create `draft` convoy with idea text for Gate 1.

Never auto-merge or skip gates.
