Implement workspace-scoped tool functions the ops copilot model can call: gate inbox, convoy summary, recent events, ready backlog (if available), recent runs — all filtered by `workspace_id`.

## Description

Pattern after gate co-pilot + AI SDK tools. Register role route `ops-copilot`. No UI yet.

### Tools (v1)

- `list_gate_inbox`
- `get_convoy_summary`
- `list_recent_events`
- `list_ready_backlog` (no-op / empty if tree API missing)
- `list_recent_runs`
